No, there is a GPS radio in the iPhone that is completely separate from the cellular radio.
The only thing TomTom uses data for is traffic updates (if you sign up for that), and very occasional map updates (which can be done on Wifi, instead, if available). Furthermore, you can turn off data services entirely from it's settings function.
