She might also be refering to a BDA, BiDirectional Amplifier.
This is different from a microcell as the BDA does not require an actual
internet connection to pass your audio.
The BDA hooks to an antenna on the roof or outside of the building,
connects to the control box, this box varies the power output on the
internal and external antenna to adjust for maximum perofrmance. From the
control box you have an internal antennas as well.
IF this is what she has then they are always band / protocol specific.
So if its CDMA, then they are usually tuned for specific frequencies for
the US and the CDMA protocol.
GSM is the same way.
iDEN as well.

Or as others have pointed out it could be a microcell.


If both users are on Verizon, and hubbys phone, Droid is getting super
coverage, and her iPhone is getting bad coverage, i would first suggest
shutting off any external factors. Shut off the thingy and see if the
signal balances out on the Droid and iPhone. Its possible its helping one
and hindering another.
Its a variable that needs to be taken out of the equasion.
Walk towards different windows in the house. Not always helpful because if
a window has tinting that can also hamper good signal as some tinting has
metals in it.
Perhaps step out the front door and see if there is a significant boost in
signal.
