I believe Xodo does that. On reading the manual it has options for resizing and relocating an annotation area.

There are quite a few third party apps available, eg PDF Pro, PDF Expert. Often some of these are listed as freebies for short periods.

Apple's own inbuilt Preview app will allow input to a downloaded PDF. And it is free.
