That hasn't been my experience. I had to get a replacement iPhone 6s (battery problem) and restore from a backup. Any apps no longer available in the iTunes Store were *not* available for me to re-add to my phone, despite the fact that they'd been on my original iPhone 6s. Now, I can't say that they stopped working — just that they aren't available for re-download.

One of the advantages of a slow internet connection is that I am never tempted to restore a device from "the cloud".

I always do it from what I have stored through iTunes on my computer. Which includes all of the apps that were on my device previously.
