For a second reboot to solve apparent problem s after an upgrade is a VERY common story.

> iOS 9.3.3 users are complaining about issues with Bluetooth, battery life, random reboots (we've seen one on the iPhone 6s), Wi-Fi, problems with Apple Music, issues with Touch ID, problems syncing photo albums, installation issues, and more.

If 1000 people update and 10 have problems, you will typically see 3-5 reports of how well things went from the 990, and 15-20 report of disaster from the 10.

I moved to 9.3.3 as soon as I knew it was out there, and have had no problems (with Bluetooth, battery life, reboots, Wifi, podcasts, TouchID, syncing, installation, or anything else.
