I use the iPad cord to charge my iPhone 4. It seems to charge the iPad faster. In fact, I went and bought a second iPad cord just to charge my iPhone 4. I asked a Genius Bar guy at my local Apple store about charging my iPhone with an iPad charger and he said its ok, that it won't ruin the iPhone or the iPhone battery. I also found that charging via a wall plug charges faster than than hooking up to your computer. Hope that helps :-)
