You can log in to iCloud using any browser (or the app on any iDevice) to "Find My iPhone" — any devices on which you have set it up will appear there, and you can lock them erase them, send a sound over them, put a message or phone number on the lock screen, …
Did you have a Passcode set up for it?
If so, then it should be sufficiently locked that "regular folks" can't do anything with it.
