First, does this "shutdown and restart" refer to holding the On/Off button until "Slide to power off" appears, then doing that?
Or do you mean holding the On/Off AND the Home button down until the Apple logo appears?
If you have not done this latter forced reboot, you should try that.
Under Settings —> Battery look to see what apps have been mostly using your power.
Under Settings > Cellular review which apps you are allowing to connect via cellular data — this typically uses more power (as well as limited data) than Wifi.
