If you are using a navigation app that downloads the maps over cellular data, your data usage will be horrendous, no matter what. And you may find times where you will have the location indicator with no map behind it.
My suggestion for long distance navigation is to get a stand-alone GPS device.
For the rest of the question, if the iPhones are unlocked, buy local SIM cards in each country. Isn't that a European requirement that cell phones be unlocked?
