If your Mail app is servicing more then one account (both gmail and yahoo mail, for example) and somebody sends the same note to both of them, Mail gets confused and fails.
Instead of seeing both of the messages when you display "All Inboxes", you only see one, and it is impossible to move either to a different folder from that display.
I re-downloaded and re-installed iOS 9 just in case, but the problem did not go away.
One work-around is to remove yahoo mail from iOS Mail App and install Yahoo Mail's separate app. Another would be to quit using the "all Inboxes" option.
I hope that this issue gets fixed before too long.
