I had an iPhone that would receive calls but not let me make calls. I called AT&T support and they looked at my phone OTA and said that I had not updated the Carrier settings. She forced the update to the phone and told me to power cycle the phone and all would be ok. I did and it was.

Carrier Settings is the software in the phone that allows the phone to talk to the tower. If you don't update it, your phone will stop working.
