I find the program called "iMazing" works incredibly well for transferring single - or small groups of songs - to my iPhone. I definitely preferred when I could do it inside iTunes, but I think they deleted that folder view on the left hand side I used to use to transfer single songs, so iMazing filled that need. I know it has photo and video capability, too.
