I'm only saying that I have never had a message telling me to update my carrier settings.

Only that one of the first things to do when you have an issue with your iPhone, is to power cycle it. If that does not cure it and it is related in anyway to voice, data or texting, then do a network reset.

With AT&T (GSM) this has been needed occasionally for me. When I was with Verizon (CDMA and 2010 and before) there was a more frequent need to update the settings, especially if I was going to be traveling a couple hundred miles out of my normal area.

Carrier Settings is the software in the phone that allows the phone to talk to the tower. If you don't update it, your phone will stop working.
