I'm with AT&T and I have never seen a message like that. There are two ways to trigger a "network reset", power cycle the phone, or Settings/ General/ Reset/ Network reset.

Carrier Settings is the software in the phone that allows the phone to talk to the tower. If you don't update it, your phone will stop working.

I have a 5s running the latest iOS update.
I am on AT&T. 
When I turn the phone on in the morning I get the following message "Carrier Settings Update - New settings are available. Would you like to update them now?"
No indication of what the changes are...does anyone know anymore about this update?
