You mentioned files as well as pictures. While you can drag and drop pictures in Windows Explorer you should focus on syncing with iTunes it move pictures to the iPhone. Files you will need to use iTunes. Forget about how you manage files on the PC? On iOS the apps own the files and its different, you use iTunes to sync them . If you can advise what files you refer to, we can elaborate more how you can manage them.
