I do see a dustbin when viewing photos on my iPhone.
I'm on iOS 13.1.3, but I don't remember having your issue on 13.1.2.

It used to be simple - one touched the dustbin icon below photos that were NOT wanted because they were blurred, transferred to computer or whatever but I now cannot see any dustbins.
