A Boot Rom problem seem to me like the perfect way to allow law enforcement to get into a phone with out allowing remote access. This would be much better than giving out an encryption key to a back door, which could be stolen and allow access to all similar models of phones.
It also means that you should never plug your phone into a charger that you do not know the history of.
