Only if they have a Wifi connection. iMessage goes over the data connection and most people have data roaming turned off because of the high expense. While iMessages over the data connection will still be cheaper than actual SMS, I don't think you can just selectively use the data connection for iMessages only. However if they made sure to close all apps and turn off push/fetch for Mail then they may be using minimal data.
