Playlists are the easiest way. These can be manual (you add stuff to them yourself) or "smart" (you specify conditions/filters so that they are populated automatically).

Then you just assign each iPhone/iPod its own playlist(s). Each device can have as many as you like, and you can have the same playlist on as many devices as you like too.
