All good points. Last time, there was an issue, well not an issue as it was planned, that Spotlight does a full reindex, which causes high CPU usage and thus battery drain, but its a one off post update action.

I doubt that iOS 9 causes worse battery life, or faster battery discharge.
If you regularly read apple support groups you will see that there are similar complaints every time a new iOS comes out. About 80% of the time it turns out to be resolved by setting changes.
The rest of the time it is because of a change in use, either because of the use of a new feature or a new user with different use habits, like streaming. On occasion the battery is getting near the end of its life.
Like I said before, the trend seems to be that upgrading to a new iOS, all of the settings are reset to factory default to make all of the new features available. So you have to reset your battery saving settings. The incremental updates don't reset them, but the whole number updates do.
