Many thanks to everybody who has replied and commented on this question... I was trying to decide whether to buy myself a birthday present now and not activate it until my current cellphone contract runs out or to postpone my birthday until later...
Your discussion has cleared up my perception of how things work and now, hopefully, I will be able to make a decision based on adequate knowledge.

I, for one, would never sell off a used iPhone of mine without first resetting it to factory defaults and removing the SIM card.
I am NOT going to sell my old iPhone, and GIVE away any of my personal information.
