When connected to the neighbours' network, touch the arrow at the right and select Forget this Network. I would also select Ask to Join Networks.
Do your neighbours know they have an insecure network? They might think they are doing others a favour but what if someone uses their network to visit dubious sites or simply cause them to exceed their allowance (if they have one).
