The last time I bought a new, unlocked iPhone, it would not get beyond the Welcome screen until the SIM card was installed.

I've just shut down my 3GS, removed the SIM, and restarted. There's a warning about there being no SIM but you just OK this. Everything that doesn't require a cellular (mobile network) connection works, so yes, it's effectively an iPod touch.
