If the phone is locked to a certain Carrier then you'd need to UNLOCK it IF you plan on using it as an iPhone & NOT just a iPod Touch. Oops i MEANT!! If its locked then if you wanted to  switch to a DIFFERENT carrier then Yes you'd need to UNLOCK it.
