Yup. I agree it's about the right size for that camera.  My Cannon T3I is 18 MP and when I use JPEG (rather than RAW), the photos run 5.5 up to about 7 MB.

Yes. It indicates a high level of JPEG compression. My 10 MP Canon Ixus produces files averaging 4.8 MB and my iPhone 3GS (3.2 MP) averages 1.1.

I don't think there's any way of adjusting the iPhone camera JPEG settings but you can easily resize the image files in any image app on your Mac or PC.
