I will often "Create New Contact" from my "recents" list.  However, when I do that now, the new contact is not created.  It appears to be created, and the name shows up in the recents list instead of the phone number, but the contact is not in my Contacts.

Can others please test this, just take a number that has called you that is in your Recents list and not already in your contacts list and Create New Contact" - say firstname Test, lastname Test and then look in your contact list to see if Test is there.

Even when I search for Test, no show.
