Hi Spadog - did you at one point enable restrictions on your iPhone??? If you did you need to go into general, restrictions. Click on restrictions and enter your passcode you used to enable the restrictions. Then look down further to location click on it and allow changes.
I have restrictions enabled for location and account changes. When it is enabled those items are greyed out.
