It implies something, but they leave the nature of the something unclear.  Sounds kind of like a threat.  Psychological warfare against the user:  "Yeah, your plan is unlimited, but what do you think we mean by that?  Think twice before abusing our trust."
  
  Or maybe Jim's right - they're just being literal.  Could be a fill-in-the-blanks routine:  you have used blank of your blank plan.
