Ever since I upgraded my iPhone X to 12.1..1, if I power down it will no longer power back up unless I hold the side button about 5 seconds.

Are you actually powering it down (press volume-up and side buttons, and then "slide to power off")?
Or are you just single-clicking the side button (screen off and in lock mode)?

The 5 seconds is normal if you have actually powered it off, not simply pressed once on the side button.

Have you tried rebooting the device?
To perform a hard reboot on the iPhone X, press and quickly release the Volume Up button, then do the same for the Volume Down button. Follow up by pressing the Side button, and hold until the display suddenly shuts off — about 10 seconds. Keep holding the Side button and release when the device turns back onto its Apple boot screen.

Before the upgrade it took just a tap of the side button to power back up.

If all you have done is turned the screen off and locked the device, a single press of the side button IS all it takes.
