Thanks Jim. I am not sure it began with IOS 9 and I have rebooted both machines since, and did a Sync Reset in the Settings without effect. It is not a big issue but irritating if I leave the phone to sync and come back to find itunes waiting for an unnecessary click. I may switch off Find My Phone and then restart it. The one benefit is that it made me clear out the Voice Memos, but that has not solved this problem.

I would start by re-booting the iPhone (Home and On/Off buttons both pressed until the Apple logo appears), and re-start iTunes on the PC.
The next step after that, which you might as well just do, and get it over with, is shut down the PC and cold-start it.
