Who's your carrier? If it's AT&T, they do it for free. You have to,put in a request using this link - https://www.att.com/deviceunlock/client/en_US/

As I understand it, once you have fulfilled your contract, you can ask your carrier to unlock your phone, and they are legally bound to do it or tell you how to do it.
