Oh yes, I'm in IT so I'm very familiar with the pairing process. I haven't specifically tried waiting 4 seconds then turning on Bluetooth so I will give that a try. I think I've probably done the 4 second thing in my numerous attempts to keep turning stuff off and on.

Tom, did you also put the soundbar and speaker into pairing mode?
That mode tends to be indicated by the (often) blue connection light flashing (or flashing more rapidly or alternating with orange).
It may be invoked by long-pressing the power button, short-pressing a dedicated button, or the like.
Me, I tend to have Bluetooth on the iPhone (or whatever) turned off for some four seconds while I enter pairing mode on the sound device (or keyboard or whatever). It seems to increase my chance of success, but yours may vary.
