I actually do that out of habit on any upgrade. I have no clue what happened with Siri and my friend being able to go into my mail apps on all my devices. That was so scary. I was ready to ditch Siri completely. It makes me wonder.

Shutting down and restarting, or rebooting, is recommended as a routine procedure after an iOS upgrade.
