ok. on phone... no itunes only itunes store app. So I went to the store, pressed more like you sugessted, went to albums, pressed download.
Now I have it, sort of. As long as press the store app, and press more/albums. It does not show up under songs, but that's okay as long as I
can find it.  

Why doesn't Apple know how difficult it is for some of us to find it? The store says it is in itunes purchases on computer  IT IS NOT. It says find in  icloud..What does that mean? I see nothing in icloud about music or music downloads.  All I see when I open icloud is mail, cotacts, calendar, notes, reminders, find my phone, pages, keynote, numbers 
nothing about music.
I haven't tried my ipad but I don't listen to music much there.

What about itunes on the computer?

2. Tap the More tab inn the lower right corner
3. Swipe to Purchased and tap on this. 
4. Tap on Recents and you should find the album listed there. 
5. Tap Download. 

If you had a different iTunes account previously, you will be notified that you had a previous iTunes account and by proceeding with the download on your current account, you will not be able to download anything from another account for 90 days. If this is ok with you just double tap on Transfer and the album will be downloaded. 

Another way to prove to yourself that you do indeed have the album. 

1. Open iTunes
2. Choose Search from the tabs at the bottom
3. Search for Songs of Innocence. 
4. When the results are displayed, you will see Purchased instead of a dollar amount or a Buy button.
