*Vanishes* or is just *ghosted out*?

If I put my phone into Airplane mode, Personal Hotspot still shows normally.
If I turn Cellular Data *Off*, Personal Hotspot ghosts.
I can't find anything that causes it to vanish from Settings. (Under 7.0.4)
