I have an iPhone 4 running iOS 7.0.3. My partner has an iPhone 4 running 6.0.x. Sitting side by side there is no question that apps launch faster on the older iOS. Anything that manipulates large files either locally (like Videos) or over the Internet (like Netflix) runs faster on the older iOS.
There are a number of inconveniences with the upgrade: all my home-ripped video has been separated into a category called "home video." The podcast app is practically unusable. iBooks "lost" all the PDFs I had saved as reference material.
I only ran iOS 7 for a brief time on my 4S before getting a 5S, but for me, all the PDF's that were previously in iBooks, still are. And Podcasts seems to be working better for me than before — I listen to several daily.
YMMV and obviously a lot of people don't agree with me.
