Is it an app that was pre-installed by Apple?

This is a first for me. I'm running iOS 7.0.3 on a 64gb 5s. I've been doing some updating and rearranging of the many apps on my iPhone. One app seems to be deleted (not in the iTunes app list anymore) but the icon still shows on my iPhone. I get the folder it is in to wiggle, then tap the circled x and get the Delete or Cancel message. I choose the Delete option and it is still there. I've tried deleting in iTunes but same results. I click on the icon, it gets surrounded by the blue box but no circled x appears to delete it.
Has anyone had this experience before or even knows how to get rid of this unwanted guest?
