I have an iPhone 4 running iOS 7.0.3. My partner has an iPhone 4 running 6.0.x. Sitting side by side there is no question that apps launch faster on the older iOS. Anything that manipulates large files either locally (like Videos) or over the Internet (like Netflix) runs faster on the older iOS.
There are a number of inconveniences with the upgrade: all my home-ripped video has been separated into a category called "home video." The podcast app is practically unusable. iBooks "lost" all the PDFs I had saved as reference material.
Apple seems to think they are smarter than I so a number of settings were changed from what I had set.
Getting missing data back and going through all the settings took a couple of hours. I keep thinking of sending Apple an invoice. *grin*
In your place I wouldn't upgrade until forced to by availability of an app important to me.
YMMV and obviously a lot of people don't agree with me.
