yes and just to be clear...backing up and syncing are two different
processes that accomplish the same thing. to backup your phone connect to
iTunes and select your phone. in the BACKUPS section of the SUMMARY screen
select either the iCloud or your PC as the destination for your backup.
selecting your PC to do a full backup of your phone. backing up to the
iCloud backs up just the most important data (as defined by Apple).

On the Windows version of iTunes you have two choices. Backup with iCloud
or with a PC. The version of iTunes is 11.0.3.42. There is no way to
choose to backup some notes to the PC and other to iCloud. If you choose
the PC, all the notes do get backed up correctly. It is only iCloud that
has the issue.
