Try Settings > General > Reset > Reset Network Settings.
If that does not work, then call AT&T and have them reset it at their end.
I had the same issue with my 3 month old 4S when on iOS 5.0.1. I could not wait the 4 months to the release of the iPhone 5.

I have not called Apple or AT&T yet, I wanted to see if anyone here had problems like this and if they were able to find a cure for this problem.
