Ok, Bryan. You have totally lost me, now.

Describe the problem again.

Since Mail.app on the iPhone does not say "downloading 1 of 1", or show any indication of downloading email (other than a gear on the very top of the screen showing the status of the iPhone. What app are you using to receive email, or are you using web-email?

If it is web-email then their server is having an issue, not your iPhone.
