Alice, your observation is good, and below is why.

Not all AT&T stores are company stores, many are franchise stores.

There is little incentive for AT&T employees to sell the iPone or help iPhone owners as the commission is very low compared to other brands and the inventory is usually low. At least that is what I learned from two AT&T store managers I know.
