As to exactly what or why, I can not say, but the iOS needs the support of iTunes to do what it does.
You will find that you may not be able to update the iOS without updating iTunes first, until you reach the level where you can update iOS over the air, which I think is about iOS 5.0. You may still find that you need to update iTunes to make use of some of the features.
You can try to update the iOS without updating iTunes, but my bet is you will get a dialog box saying you have to update iTunes.
Note, I come from the Mac side, but the software for you and me comes from Apple.

been holding off on the iOS upgrade but i'm now ready to do the upgrade.
