not on an iPad...don't own one...but that's precisely how i move photo files
from my iPhone to my PC.

You have done exactly this on your Windows machine? That is, located an
album-defined subset of iPad-created photos that have been "assigned" to an
album ON the iPad, and moved them en masse to a single
album/folder/directory on the computer?
