Remember these are Europeans in the US. The carrier is likely to be Orange or Vodaphone or someone. The plans in the EU are quite different than US plans.
iMessage will work fine over WiFi, as will any other Internet-enabled app including Skype.
Since all EU iPhones are GSM only their relationship with AT&T is relevant. Everything will work. The only question is cost, and that depends on the agreement between the EU carrier and AT&T.
I'd look at the EU carrier web site for international roaming guidelines, and in the meantime keep international data roaming turned off in Settings. The phone will still work as a phone and for SMS.
