From experience, most AT&T stores only get maybe a dozen of each model (3
sizes x 2 colors) while Apple stores get thousands.
That being said, if both are close, I would try AT&T first if they are out
or there is a long line, go to Apple.
The last time I went to an Apple Store was for the 3G and it was a nightmare
because they had no pre orders at all. The 3GS was pre ordered and
delivered on launch day. The 4 was pre ordered and delivered the night
before retail sales but there were still lines at Apple stores for both.
