You can use iBook if you uses a Mac, or you can also do a Wifi (Local) transfer using Goodreader for IOS. You can also sync this app with your cloud services like: iCloud, Google Drive, Dropbox, OneDrive, and etc. I've been using this 'app' for years now, and what I can say that it was a very reliable tool for PDF and other documents.

if you use iTunes you can drag them to the book section of iTunes they will be then imported into iTunes as my pdfs. Sync your device and they will appear in ibooks as my pdfs.

Use cloud storage accessible by both devices, DropBox or iCloud, etc.
