Try this:
From your iPhone or iPad, go to Settings -> Notifications.
From here, look for Tips app. Tap on it and toggle the switch "Allow Notifications." Make sure the switch is not turned ON (not green).
That's it – you have successfully deactivated Tips app from sending you any future notifications.
