I'd be very surprised if there were a difference between average Mac and PC sync times. To give a time is meaningless because it varies depending on how much content is synced but including the backup mine usually take a few minutes. I can't help with your problem, though: you've done all the obvious things. It looks like a hardware problem, probably USB related. Have you tried different ports? How does the PC perform doing copies or backups to external drives?
I've been using iTunes on Macs ever since it started and don't consider it an "abortion". For me, it does a lot of things and it does them well.
