The same is true for Europe too.
My iPhone is on unlimited incoming calls for 5 € for one year.
I use it at home with wifi for FaceTime outgoing calls.
When travelling out of country, I top up with recharge of 5 €  for incoming and outgoing calls with roaming charges.
When traveling within country, I recharge and enable 5 MB of data usage for 5€ so that I can use google maps.

Here in NZ you can buy on contract, the plan you choose will set the subsidy, ot ypu can buy outright, and the same plan will be cheaper (as no subsidy to recover), or you can buy prepay. My plan is $19 prepay (500MB, unlimited text, 100 minutes) but my prepay is what we call Smart Onebill, so it actually goes on my Telco phone account, so no need to topup online or with cards or vouchers, best of both worlds.My $19 topsup automativally on my regular phone/broadband bill

If you buy a phone outright, I was under the understanding that you need services to use data or text etc.
If you don't have a data plan does the phone even work? If it works only as a phone,  then why not get a cheap phone  and inexpensive carrier?
