The same is true for Europe too.
My iPhone is on unlimited incoming calls for 5 € for one year.
I use it at home with wifi for FaceTime outgoing calls.
When travelling out of country, I top up with recharge of 5 € for incoming and outgoing calls with roaming charges.
When traveling within country, I recharge and enable 5 MB of data usage for 5€ so that I can use google maps.
